Before implementing corrosion protection measures, the surface of steel structures remains directly exposed to moisture, oxygen, and other substances, leading to localized rust formation. Rust scale exhibits a loose, porous, and crystalline structure. While it provides some external protection, it cannot prevent the penetration of water molecules and oxygen. It continuously reacts with the underlying FeO layer, meaning even with corrosion protection measures, rust scale formation cannot be entirely prevented.
